Gov. Andrew Cuomo recently introduced legislation to extend the Design-Build bidding process to all New York State government agencies outside of the City. This is not the first time Cuomo has pushed for Design-Build on large-scale infrastructure projects: in the past these initiatives have failed in the legislature due to resistance from upstate construction groups and public employee unions.
